It's called Biting Cat. It's a running gag in the slice of life series Azumanga Daioh that this school girl keeps trying to pet it but it always bites her.

Only the local cats but thats implied to be because the biting cat is the alpha of the local alley cats. Since cats stop biting her once Maya beats the biting cat.

I thought Biting Cat only became Alpha when the old cat left - so instead of the occasional biting, they all team up on her until she's rescued by Maya.

The issue is cat-specific. Most cats flee from her, one cat bites. The comic doesn't show a whole lot of dogs but Chiyo has one and it's totally chill with her.
