I kinda get the feeling that Brother Eye could only OMAC-ize a select sort of person, but there weren't many issues of Kirby's OMAC, so maybe that was intended to change or expand, but think about it: it's call the One Man Army Corps, why would you need more than One Man for the Army Corps? Anyway, after OMAC is unable to continue to operate as OMAC, the Great Disaster occurs, and then things just spiral until cortexin is invented.
And then Kamandi comes around.
I agree that they don't need to be related by blood, but whatever. You can make it work without much trouble.
