This is part of the Batman Black and White motion comic series that WB made a couple of years ago.
This one is a direct adaptation of Bruce Timm's (in the DCAU specifically the BTAS art style!) Two Face story titled "Two of a Kind" that first appeared in the Batman Black and White comic.
