Niles Caulder + Kryptonian powers + a smidge of insanity = ?
Imbuing himself with the full Kryptonian power set has driven the Chief a little crazy. It's a lot like that scene in Superman IV: The Quest for Peace where Superman goes in front of the U.N. and declares that he's going to get rid of all the world's nukes. Only here, Niles does it, and instead of the delegates giving a standing ovation like in that movie, everyone starts freaking out.
Just a little crazy.
