How the JLA got its name (!?)

I can never quite figure out if this story is in continuity or not. I suspect that it isn't, but I like it, so it's part of my own personal canon.
Scans are from Mark Waid and Brian Augustyn's 'JLA: Year One,' available through most online retailers! Get your copy today!
Basically the below pictured heroes united to defeat a fierce foe and decided 'Hey, let's form a team!' The following is the resulting press conference to announce their new team status.

I love that both Canary and Hal are really digging the attention. Poor Arthur though, he somehow manages to seem more awkward and out of place than J'onn.

I'm sorry that Canary's speech bubble kind of got cut off there. I'll probably rescan and upload it later, in the meantime if you can't make it out let me know and I'll type out the text.

Multiple villains arrive, they fight, blah, blah, blah... Afterward Canary is a little tense for various reasons, and Barry, well meaning lug that he is, simply adds to her bad mood.

Hal: 'Wheee, I'm an attention whore!'
They run into a rather aggressive reporter and Ollie makes an appearance.

Yes, yes, Ollie...very phallic. We're all very impressed.
Jumping ahead a bit, Killer Shark is breaking into Kord Industries with the intention of, I dunno, stealing the tech in order to take over the world or something, when three members of the Justice League make the scene. Canary takes the lead, but Barry is too much of a gentleman for his own good.

Well, he is very pretty.
Also, I don't hate the Green Arrow/Black Canary pairing as much as some, but am I totally off base in thinking that she seems to have more chemistry with just about EVERYONE (male and female) else?
In any case, I'm not posting the Ted Kord bits, since I saw them multiple times at scans_daily ver. 1.0. Besides, I only posted this because I suddenly suffered a wave of nostalgia for Barry and Hal as written by Mark Waid.
