I think that he's meant to be a mixture of all the previous Robins, much like how the one they had in the Teen Titans cartoon was also a mixture (though the YJ one is more in line with the comics than the "Rarr! I am young Batman!" version in the previous cartoon).

The one in YJ has Tim's computer skills (protrayed via Radical Edward from Beebop), for example, but has the acrobatics and mocking laughter of Dick (as he's seen now, apparently people founf the fact that he thought that sidekickery was fun was disconcerting, even the other heroes).
