It's the suit. The material in the red-and-orange Flash suits reacts with hypersonic speeds by creating an aura that causes a red shift in the hair follicles.

It can't possibly be that DC has declared that "everyone knows Kid Flash is a redhead; let's not confuse the readers now."

To make it clear that he's completely different from and totally unrelated to the Bart Allen who was Impulse, so that everyone who cared about that character can stop caring about this one.

Much as when, circa 2004, they rewrote Superboy's DNA, twice, to make it clear that this was indeed an utterly new character and nobody who enjoyed the adventures of the Superboy created during Reign of the Superman had any obligation to care about this one.

That Superboy was indeed of higher quality thanks to his identifiable and distinctive personality, appearance, and setting. Congratulations on recognizing his superiority to this utterly uninteresting and uninspired t-shirt wearing nonentity who hangs out in the town Clark Kent ditched as soon as he could in order to go somewhere interesting and do things that mattered.

I mean I guess this modern Superboy is at least visually distinctive, if by that you mean "looks like one of the cast of MTV's Jersey Shore".

To be fair, 90's Superboy had one of the most wretchedly dated appearances almost as soon as he first appeared, all those meaningless straps, the hairstyle. In being so desperately stylish, he dated more quickly than anything this side of Dick Grayson's pseudo-mullet or Clark Kent's.. well, pseudo-mullet.

Perhaps the same reason that Wally used to have different coloured hair in his two identities. He was a redhead, but used a spray to appear to have brown hair as Wally. Bart just reverses the processes?

Really, though, it WAS just exhibition to raise money for the town. Krypto didn't know. I was confused though, as to whether Lemire knew that there's no way Conner's on Bart's level. Conner couldn't beat Kara, because of the half-Kryptonian/helf-human thing. Lemire seemed to have Conner taking the 'race' way too seriously.
