John Tracy, from Thunderbirds, he ran their satellite (Thunderbird 5) listening out for distress calls, which he'd then relay to his brothers so they could go and help trapped miners or whatever.

He basically has the same role as Oracle, 'cept she gets to interact with people on a regular basis, while he seems semi-exiled to his spacestation, which was partially justified by him being a solitary sort with an interest in astronomy.
