Her scrubs have the characteristic "scale mail" pattern from Cap's classic uniform, with a white T-shirt underneath to provide more of the color scheme, and light is glinting off her glasses in the form of a five-pointed star. She's sort of wearing Cap's outfit.

Yes, I see that, but why would her wearing something resembling Cap's outfit make her Cap?

Is this some sort of "true heroes" thing? Are we going to see a cover with a firefighter wearing something like Tony's armour?

Honest question. I haven't been following Cap comics, and I don't recognize her, so I'm feeling out of the loop here.

No, it's about portraying everyday Americans as "Captain America"s. Like, we are all Captain America or something. There are many more variant covers.

The average person is not Captain America. Steve is supposed to be an extraordinarily brave and kind person. The average person is not like that.

Saying that "we are all Captain America" doesn't make us look better, it just makes Steve look worse.

Maybe "average" was a bad choice of words. More like the everyday heroes, the doctors and firefights and hardworking Americans that represent all the same things Steve is supposed to represent. People who ARE exceptional, but don't get the flashy costume to point it out to everyone.

Cap would probably be the first to disagree with that, I think. He believes, completely and wholeheartedly that the average person CAN be, and many more than one might expect are, though perhaps not consistently.

The likes of firefighters, policeofficers, doctors and nurses are the sort of people he admires and respects for putting others needs ahead of their own, and if he inspires them, then he is honoured to do so.
