The bit I was wondering about though,

Dick plays a very big part in it. You're going to see Tim play a part in it. You're going to see Damian play a part in it. You're going to see Jason play a part in it. All of the Robins, other than Steph, are in it, and that's just because DC has future plans for some characters in the Bat Universe, like Stephanie and Cass, so they want to keep them off the table for these stories right now. But there's some exciting plans for them too."
Does make we wonder if Cass is going to be in Ravagers now, but if the solicits are tonight, I guess we'll see then, possibly.
*Sigh* I thought that that might be the case. Oh well, the rest of the story looks good despite this. The bad guy's secret organisation certainly seems better organised than the Black Glove was, which in turn makes them more interesting.

The same excuse was given for not having Cass in the BOP issue where everyone got together, and I ask you, what difference would a cameo there have made to her next appearance? None whatsoever. Hell, if you wanted to keep her new Black Bat identity a Batman Inc. surprise you could have had her appear in civilian gear or that ninja suit she was wearing.
I imagine there's future plans for Bruce, Dick et al as well but that doesn't prevent their inclusion. Honestly, if you don't want to use a character right now then say so. Don't give us the "big things in store" line, because Cass fans have heard that far too often and had nothing come from it.
About the only legitimate reason I can see for not including Cass and Steph is if they want to completely reboot these characters. Steph isn't a problem (although with TT being Tim's main title you'd lose a lot of interaction with him) having been reintroduced a number of times now. I could also see this working for Cass (even the likely deaging to separate her from Babs, since her naivete always 'read' as young) but she'd need a fairly hefty supporting role in a title if you're going to hit all the high points of her first few years, which are pretty essential to her character, and I don't see that happening anytime soon.
