Hmmm... I can see the reasoning behind making sure all your henchmen look the same under their masks/helmets - no one will at least be able to simply put on their uniform without standing out, but it seems pretty ... idiotic to have an entire horde of people that look exactly the same when you're trying NOT to draw attention to your secret operation.

Also love the hilarity behind Mindbender preferring to just wear a cape instead of a shirt.
