One seems to be possibly Dr Cyber, a Wonder Woman villain from back in the day. A blobby hand might belong to Plasmus, and Pariah (universe crossing dude that I think was killed by Alexander Luthor in Infinite Crisis) is in one of the tubes in his regular costume.
And given that Pariah's power was his absolute, total, "surviving the destruction of countless universes" immortality, his death was one of the many "WTF?" moments of the series, and I don't mean "WTF?" in an impressive way, more just "Where the hell did that lousy idea come from", and I don't even LIKE Pariah as a character
Ah yes, I remember Dr. Cyber and Pariah - dude who was in constant freak-out mode during the Crisis, right? Perez usually drew him, like, screaming and tearing his hear out - I figured there were probably some Easter eggs for longtime fans back there I couldn't quite make out.
The other tubes contain a Qwardian Weaponer (From GL, Crisis, etc.), Krakkl of Kwyzz (From the Morrison/Millar Flash storyline "The Human Race"), and one of the Scissormen of Orqwith (from Morrison's Doom Patrol).
It looks to me like they're going for the Pam Grier version from the Smallville TV show. Now, I love me some classic Wall, but if you gotta young 'n' pretty her up you could do worse than Pam Grier. :D
This is true. Unless there's been one consistent colourist across the entire series - which is rare. In fact, the only example that really comes to mind for me is Runaways, which had the luck to have Christina Strain across near enough the entirety of it's two first series. That meant the characters like Nico and Alex and Victor all seemed relatively consistent with adjustments dependent upon the context.
In general, though, I'm not sure why it's that difficult. I understand computer-based colouring is tough, but surely they could keep, I don't know, the hex codes or whatever for base colours, at least? I know animators do it for real consistency. It can't be that hard? Make some style sheets, pass them around, make sure every colourist uses those tones, and it still wouldn't invalidate the artistry of what some of the better ones are doing.
Nope, Gypsy has never been a phaser, she had her chameleon abilty to take on the colours of whatever is behind her, making her fairly invisible provided she doesn't move too fast, and I think that was upgraded to some low level illusion casting powers. New DCU and all so things may change, but she's never been able to walk through things.
According to wiki, apparently yes (also in the "Crisis on Two Earths" animated movie, but they are noted as being different from her comic book powers.
Ugh ugh ugh. This has genuinely reached the point where it feels like a dark alternate universe. Something along the lines of the one in JLA: The Nail, but without the knowledge that something specific has gone wrong, it's just considered "kewler" this way. I have zero patience for this kind of crap, and it's something that I don't enjoy seeing in my comics, especially ones set in the DCU.
Wow, this is the first time I've seen a page actually featuring nuWaller. How generic. I really find it upsetting to think that some people actually sat down at a conference table and decided her old look was "bad" because she was heavy and too old to befeatured in a sitcom focusing on the hijinks of a group of twenty-something friends.
On a different note, the containment cells make me roll my eyes so hard. So stupid. Are there toilets in there? Do Waller and the rest of them really want to see people taking a dump all the time? Or do they lead them away for potty breaks periodically?

3) Are the tube people prisoners or clones or what?
