I get the gloves, really, I do, but him not wearing pants in addition to them is absolutely hilarious.

Only really ever liked him in Starman, to be honest. Post-Batman Beyond a lot of people seem to play him like Blight, only without the Lex Luthorish edge that Powers had. So essentially just a flamey atomic skeleton dude.

Pre- and post-Starman Phosphorus couldn't pick up anything or wear clothes due to his powers setting everything on fire (during Starman he'd sold his soul to Neron in order to be able to wear clothes, smoke etc.), so him having to wear gloves to pick things up makes a degree of sense.

The fact that he's naked EXCEPT for the gloves makes him look like Bugs Bunny.
