No, Snyder is not adding this as it was already added into the New 52 by Grant Morrison. It's explicitly shown in Action Comics #6 that the US military finds Superman's ship, but were unable to find Superman as the Kents found him first.
Yeah, I knew that (and honestly wasn't terribly taken with that aspect)...but this dialogue implies that Lane's predecessor (and by extension, the government) knew that there was an occupant and that he would be a superhero or something? I don't quite follow what Lane is saying here. That they knew and let Superman go free (which doesn't make much sense) or what?
