I don't think it's Montoya. This seems to be a gathering especially for the superhero community (notice the lack of Jim Gordon and Bullock as well).

EDIT: Though I've just Googled Tam Fox... and she seems to be even less of a superhero than Renee is. So I guess maybe it is Renee?

I like that its Cass holding the waffles. Dustin doesn't just love Steph but Cass, Damien, Colin (poor Colin), Lady Blackhawk, and even classic Supergirl (i.e. characters DC doesn't admit existed, has killed or changed at all recognition). Is that Zatanna in a bubble in the corner?
