Summary for y'all, only two scans though, 'cause of the earlier post.

Following the Roman's sinking of the Iceberg Lounge in the previous issue, Batman has stopped doing crowd control and has started attacking the gangster head on. Carmine rather smugly says to his underling when informed of Batman's Righteous Fury(tm) that he's not going anywhere, because it's not as if any of his men will spend a moment in jail... which is demonstrated by Harvey Bullock being told from orders from upon high to just let any men captured by Batman go, regardles of any wrongdoing. Although this is meant to be justified in-verse by them claiming that they can't be seen to legitimise any help given to them by a dangerous vigilante... it's still kind of stupid.

Bullock, naturally, thinks that the entire situationis moronic, especially as the people Batman captured are known members of the Falcone gang. But another policeman has to reminds him that if they want to keep their badges, they'll have to ignore any ties to cases involving Batman, while focusing all their resources in trying to capture him. This doesn't sit well with Harvey though, who says that he's not going to be the one to untie the mobsters, and just leaves them in the alley for hours until they work out how to untie themselves instead.

After one of the mooks tied up by Batman informs Falcone that not all of the GCPD is under his indirect control, he seemed to be under the impression that as soon as Forbes showed up and started enforcing a Commissioner Loeb-ish level of open corruption the rank and file would immediately fall into step, Carmine has the mook killed. Because what better way to improve morale when trying to occupy a turbulent by randomly killing his own men for pointing out the bleeding obvious. After this, Falcone calls the Mayor and Forbes, telling them that they have to make a statement of how the GCPD's policy towards Batman will be from now on...

Back at the Bat Cave, Bruce is making arrangements for a trip to Hong Kong. It seems that after being ousted from the city by Batman, Gordon and the Penguin, Falcone headed there to set up shop for a few years before returning to Gotham, because why not. Bruce asks Alfred to cross-register Interpol for any connections with the two dozen Falcone gang members he captured last night with any known criminals from Hong Kong... only for it to appear that none of the men he left for the GCPD have been processed. Alfred suggests that maybe the GCPD is becoming less efficent under the new Commissioner, while Bruce quickly realises that maybe it's Forbes' fault that he effectively just wasted his time.

Elsewhere, new cop on the beat Jim Bard bumps into Vicki Vale, who bluntly asks why a policeman is showing up at the site of a drive-by shooting some two days after it occured when three people died there. Bard explains that the murders seem completely unconnected with any of the dozens of others that have happened since the gang war started, as the victims were just regular people minding their own business, seemingly shot for no reason... And if you've read the previous Batman Eternal 8 post you'd know why.

It seems that Stephanie Brown had been using the pay phone to try and contact her mother, who in this universe is in cahoots with her ex-husband Arthur Brown, the Cluemaster. Saying that Stephanie could ruin their plans, Arthur says that he'll take care of it... and by take care of it, he of course means hires some dudes to kill his own daughter. Steph narrowly avoids this, when some dude wearing a similar purple hoodie shoves her out of the phonebooth so he can make a call instead, effectively saving her life by being a dick to some random teenager.

Vicki naturally turns the subject away from the mysterious random murder to asking why exactly the GCPD isn't trying to end the gangwar with as much dedication that Bard seems to be displaying to the drive-by, a comment that Bard brushes off with "no comment". When she pushes the question, Bard explains that he can't tell her anything because of orders from his boss, and he won't tell her anything anyway as he's not in the habit of talking off the record to reporters he neither knows or has a rapport with. At that point he gets a call from Forbes, who tells him about a plan he and the Mayor have cooked up.

The plan being to turn on the Batsignal, and when Bruce shows up, have about fifty SWAT dudes in heavy armour jump Batman all at once. Forbes once again proving why his tactical genius had him getting talked down to by everyone he met at the beginning of the series. Before Forbes can have his hidden SWAT guys open fire with live ammunition, Bard gives the order to fire smoke grenades instead, which gives Bruce (who knew going it that it was probably a trap) enough time to defend himself, before getting Bard's not terribly subtle hints to run for it.

Afterwards, Forbes is feeling oddly smug despite his plan being a complete disaster.

...I don't get it, how is that meant to be? The only British, and I'm assuming she's British because of her use of the word "bloody", characters I can think of would be Lady Vic or Squire/Knight. And since Beryl has appeared recently, I doubt that it's her... so it's probably Lady Vic, which is a bit weird considering that they made a big deal of said woman being a Bat Family member that hasn't been able to appear for years.

Unless it IS Cass, and she picked up British cursing along the way for some reason. In addition to possibly not being Eurasian any more... which I doubt would happen, even in a DC where Connor Hawke randomly became a white dude over in Earth Two or whatever several months back. The way the goggles are flipped up seem to evoke the Bat-cowl ears, seem to suggest it might be here... or maybe they're meant to evoke cat ears and she's really Holly Robinson: I dunno!

EDIT: One of the creators, John Layman I think it was, said that she's an original character. Oh well then, I guess.

Next week: Mr Unknown and Batman team-up to investigate the Hong Kong Connection... because, naturally, when investigating a crime in South East Asia you need a superhero who stays primarily in Japan to do so. Also, maybe some clarification for who goggleslady is.

- Overall, interesting issue. More about moving the more mundane plot forward than anything, though Forbes really is one of the most bizarrely inept Batvillains I've seen in ages. Like, others might treat their schemes like they were playing a game of chess with Batman, Forbes meanwhile just flips the board over and flicks pawns at Bruce while yelling what a master strategist he is for doing so.

It's also possible that she's a new character--Snyder and crew has said there would be plenty of those.

I thought Lady Vic was killed in the Gangwar thing that Steph was supposedly killed in.... or something like that.

Gotham appears to be becoming Bludhaven 2.0, a shame that Batman doesn't have an ally with experience in working in a genuinely, thoroughly, corrupt city without a Jim Gordon in it. Oh, wait...

Hong Kong was under British rule for a long time, so it's not beyond the realms of possibility that she could have picked up a British swear or two. Depending on her background, she could easily have a British parent.

I doubt it's Cass since she seems to be a talker, and in this continuity Cass hasn't been in the Batfamily long enough to really open up to that degree. Y'know, unless they completely changed her backstory for some reason. Also, this:

...cracked me up. Perfect description of this guy and his 'tactics' so far.

I hope it's Beryl, however much of a long shot it is. She made an appearance in Future's End, if you guys haven't caught it.

was this the issue that a "long lost" batfamily member is supposed to appear in?

She's not an existing character, she's a new one (as confirmed by tweets by series writer). See here for more: http://www.theouthousers.com/forum/the-news-stand/fans-baffled-batman-eternal-introduces-new-character-t102267.html
