on the one hand it makes perfect sense, and a coming full circle to Andrew's story. He might not have killed Tara, but he was part of the reason she is dead. He (as emotionally stunted as he was) has grown and has probably had that guilt festering in him for some time.
The First Evil looking like Jonathan had nothing do with Jonathan's nature or personality in life, the First Evil AFAIK can look like ANYONE who is dead, whether they were saints or sinners in life.
Andrew always felt like a poor substitute for Jonathan, who had the pretty much unique claim beyond the core human team of having appeared in every season (He's even in the unaired pilot) in some capacity and NOT DYING... until they, y'know, killed him.
What really got me is that it completely ignored the dissension it could have sowed in the ranks of its enemies by appearing as Buffy. Just think, if toward the end of Season 7 Xander or one of the snarkier potentials had said "Please Buffy, I don't think I can take another of your so-called inspirational speeches. They just bring everyone down." And then Buffy replied "Speeches? What are you talking about?"
This, [i]Deep Secret[/i], that Vampirella comic that was posted recently... somehow I never seem to get tired of the gag of cosplayers being completely underwhelmed by magic phenomena. And Spike just makes everything better (except his own life of course).
