In the last issue, Dr. Hormone successfully bumbled through a secret air mission which hormonally transformed the invading Urasian army into loyal Novoslavian citizens. But the war isn't over yet.
Another public domain story (courtesy of ComicBookPlus.com) from Popular Comics #56 (Oct. 1940).
Yes, the Uras--oh, pardon me, apparently they're Eurasians once again--still have an ace up their sleeve: the Novoslavian traitor Rassin--whoops, looks like everyone just calls him Assinoff now.

Well, at least the massive violation of human beings' bodily integrity and personhood (which they continue, bafflingly, to take in stride) wasn't directly Dr. Hormone's fault this time.
Next: showdown with Eurasia! (Assuming the writer can keep the spelling consistent.)

3. That talking horse is just yukking it up, isn't he? He probably thinks this is all some massive drug trip he's on. Which honestly would explain a lot about the plot.
