That was one thing that confused me to no end when I first heard about it. "Captain America once penciled the MARVEL Universe's Captain America comic book for MARVEL Comics...whaaaaaaaaaat?" There's playing with the notion of fictional characters attempting to achieve some independence and self-direction, and then there's stuff in the vein of "Clark Kent writing exclusive Superman stories" or "Peter Parker selling exclusive photos of that threatening menace Spider-Man". I only read the ones where Gruenwald wrote him, but in those Steve wanted the comic to not just be something good but something true to him, to his ideals and beliefs. The purest mouthpiece for his worldview, which is only saved from creepiness by how kind and upright the character usually is.
Also from the way that panel is structured it looks as though Steve is about to sweep him off his feet for a passionate snog. Though that might be just me...
The comic seems blatant in making Cap act as if his old life was a joke and irrelevant which was never the case. Steve was always humble always loved to draw even when he was Cap. He's done portraits of the some of members of the Avengers during off time.
Was he making fun of his past, or was he simply mocking how dated his comics here had been (and at what age did he write these specific ones, anyways)?
The 1991 miniseries THE ADVENTURES OF CAPTAIN AMERICA, SENTINEL OF LIBERTY by Fabian Nicieza and Kevin Maguire continued the "Steve Rogers, artist!" idea. In fact, some of his sketches resulted in the design of the Captain America costume.
In the 1990s, that miniseries would have been great as the Captain America movie, even though it isn't in continuity anymore. (Nothing about Bucky being a sniper and older than we thought.) That miniseries also had the character Gilmore Hodge, who was in THE FIRST AVENGER movie.
The thing that bothers me about this is that it contributes to the Marvel Universe's heroes being more and more insular in recent years. So few of them have non-superheroic supporting casts or secret IDs, and while on some level it's just a way of trimming the fat and focusing on the interesting stuff rather than the cliches, there's still something conceptually creepy about it.
