He ducked out to France to avoid taking sides in the first Civil War. Why on God's Green Earth would he join in on Part 2: We Learned Nothing?

Also, why is Luke Cage there? Didn't he and Iron Fist specifically say they weren't getting involved this time?

I suspect that a lot of the tie-in comics were ignored, and at least half the lineup on each side was done by names out of a hat.

My friend at the comic book store said sales of Civil War II are abysmal, and no comics with CWII tie ins spread across their colors like a rash are selling any better. I wonder if this might be the death knell of the Event Comic?

and to that you add the delays and extra issues being made and... yeah, this is probably not going to be a succesful event...
