This seems like an odd fit as a Punisher story. Punisher blows away criminals guerrilla style, he doesn't infiltrate their secret underground science bases like Solid Snake. It feels like the comic is saying that Punisher is the most badass soldier ever and can kick ass in literally any situation, which to me hurts MAX's realism cred. This feels like something that should just be a Fury MAX story.
Which sucks because I think MAX Nick Fury is insufferable on a level Punisher never manages.
The reason it fits for me at least is that from the story shows Fury trusts Frank a lot. He knows this man isn't corrupt or a grunt who will follow what his superiors tell him. Aka anyone the group of Generals Fury is talking about here.
This is the arc that sets up four different arcs. One hits just after this one. But the other three linger so long that they are the final arcs of the comic.
I agree about Punisher's non-Solid-Snakeness and Ennis forcing his hand at how he and Fury are super baddass soldiers better than any elite squad etc. But to be fair, there's one in-plot reason to choose Frank. Spoiler: Fury believes, with good reason, that both countries involved would easily sacrifice the girl to get their hands on the supervirus. Frank Castle is the one military agent about whom Fury is absolutely, 100% sure that he wouldn't ever, ever allow an innocent child be a sacrifice to clashes of violence.
