They did have guards, there's even a page of one of them being cut down with arrows.

Well when people in the dark are shooting fire arrows from a distance there's not a lot to do even if you are alert.

The fire would give their position away, and arrows don't have the same distance as rifles ;)

Obviously, which is why some of the guards were able to shoot some of the Whisperers.

Obviously you're not going to light your arrows on fire until right before you shoot them, and by then there's not a lot of time for the other side to prepare.
