The Extremists are DC's designated stand-ins for particular Marvel supervillains, if ever they want to tell a story with them. Here, we see the counterparts for Dormammu and Doctor Doom. There's also versions of Doc Ock, Sabertooth, Magneto etc.
Uh, since when is Batman against civilian custody for super-terrorists? His villains go to Arkham Asylum, not Takron-Galtos. Bruce has never been in favor of superpeople running their own justice system.
Depends how you define "Super terrorist", most of Batman's foes don't have much in the way of actual superhuman powers; Poison Ivy, Clayface (now reformed) Bane has enanced strangth... Most of the bad guys powers come from editorial fiat "Joker can be in seven different places across the country at the same time in "Death of the Family" just BECAUSE!
