Yeah so Garth Ennis doesn't know what gender fluidity is, coulda guessed that one.

He knows. This comic just has a bunch of James Bond type tropes that are puns of social justice terms. Gender Fluid is the name of the doomsday device they've been hunting.

I would think more than just people's genitals would change.... like facial hair and hip size......

That probably takes time. For the metabolism to change gears and load up fats and tissues in the right areas and hair to grow (women DO get facial hair of varying types so that probably wont fall out immediately).

The instant boobage doesn't fit this model but its more comedic. Also I can tell the artist here is a dude, cause the women are just magically flat chested with no sign of like all the support-wear that was probably being worn.

Though is there a reason why our intrepid heroes are unaffected.?

If he's a Bond expy, the most likely reasons are

(a) The amount of alcohol in his system is counteracting this Gender Fluid
(b) His well trained liver is filtering it out.

Dan would have a gender swap drink, probably one of Tedd's creations. Older comics would have hijinks with it, more recent comics would have hijinks and possibly some interesting thoughts on the subject, possibly including Tedd's frustration that Magics need to be a drama act means she couldn't use it to help people on a larger scale.

Also, how apt that a comic already trying too hard to push its "edgy" half-arsed satire of modern day progressive ideals would have a cover where the 'joke' is a woman getting violently beaten in the face. It's just as funny here as it was those seventy-or-so times in "The Hateful Eight"!
