Paul Cornell has a line about why he hates in-jokes: "This is something you'll recognize" isn't actually funny and therefore isn't a joke.

The visual gags in Top 10 basically fall into two categories: Ones that extrapolate on what a city of super-civilians would be like, like an ad for a flowing cape dry-cleaning service or a sign encouraging people to donate both blood, ectoplasma, or hydraulic fluid. And ones that are just "Hey, someone you'll recognize."

The former are a lot of fun. The latter make me want to bang my head.

Eh, considering the difficulty in creating unique character designs that stand out, and the whole point of the series is that every citizen in a city of thousands if not millions could have their own comic series, I can understand just using references.
