Admittedly Captain Cold has a much lower kill count than the average supervillain, and in the vast majority of his stories he avoids killing civilians (some writers have taken it to mean that he "doesn't kill women and children," which is a bastardization of his MO, he absolutely does kill adult women who are out to kill him such as female assassins). But still...
Then again, Gotham has a McDonald's analogue that takes after the Joker.
If you're going to use a supervillain as a mascot, Mr. Freeze is probably one of the better choices, seeing how he tends to be played as a sympathetic anti-villain. Sure, this version is a crazy stalker obsessed with a frozen girl he's never met, but he's still one of the reasonable guys in Gotham.
My headcanon on the McDonalds Epilogue was that when Joker got wind of there being a Batman themed restaurant, he went to the owners and said "Put an homage to me on the menu or I'll burn every last store in your chain to the ground."
Also, Joker occasionally stops by one of these restaurants. He doesn't hurt anyone or break any laws, he just goes in, orders some food, hangs out, and occasionally gets his picture taken with patrons who assume he's a guy in a costume. All the staff know he's real, but they're too afraid to do anything.
I don't think anyone would be using Captain Cold considering what he did to the last guy who boosted his likeness to sell unlicensed merch.
In an issue of Superman, Funky Flashman was selling a bunch of Merch with Superman and other heroes on it. There was nothing Supes could do to stop him since his likeness is technically in the public domain. So Lois went up to Flashman and was like "If you're making bank now, imagine how much you'd make if you made supervillain merch too."
Cut to Flashman in his office later, being frozen alive by Captain Cold, who was not terribly amused by Flashman's Captain Cold party cooler.
So yeah, respect the Flash Rogues intellectual property.
Out of this special, this was probably my favorite next to the Lex, Grodd, and Cheetah ones. I like how the special showed there are some bad guys who have a shred of decency in them and others who won't act like heroes for the common man. In this case, Freeze has some humanity left.
I also like how at first there's a chance of him being a threat for seeing them using his likeness as an insult. Because i'd imagine that would be a risk if you use a supervillain as your mascot.
From the look of these scans the Ice cream vendors are in some kind of force field or energy field, while Freeze is standing outside it with his men (who are all wearing suits). Presumably Freeze brought them back to his hideout and put them under a heat lamp or something so they would be warm and able to survive in his lair.
I wonder how that works though. He's supposed to be extremely sensitive to temperatue right? It needs to be about North Pole level of cold for him to walk around without his suit. Ice-Cream should be if anything little hot for him (which raises the question how the hell would hot ice cream taste).
Great though this is, and it is only four pages, it's still more than 1/3 of the Mr Freeze story in that issue, which is only 8 pages long. Please trim to be no more than 1/3 of the sstory.
