My headcanon: Legion isn't a multiple personality, and Xavier isn't just a telepath.

Xavier keeps spinning off these other people, the Entity, Onslaught and the Dark Self. Sometimes with the same powers as him, sometimes distinctly different.

Thats the power Legion inherited, and he has more of it than Xavier does. But everyone else has him misdiagnosed as a multiple personality, an tries to merge his own mind with the other people he creates. Which probably does nothing good for his psyche.
