I would qualify it as the most unique of Moore's works, both in setting and the tropes it parodies.

Not at all. Promethea is probably my favorite, but I can get why it wouldn't be everyone's cup of tea, what with the lengthy disquisitions on the Kabbalah and whatnot. Tom Strong had its moments, but it sort of wandered all over the place--I think that Moore stopped writing it some time before it ended. Even the regular Top 10 title had odd shifts in tone, as if Moore fully intended to write a satire of police procedurals and then decided that he wanted to do Hill Street Blues with capes more seriously. Smax just takes the piss out of the whole fantasy genre--fairy tales, Harry Potter, RPGs, all of it.
