Looks like he's got the Tinkerer, scientific genius using Dock Ock's old arms, that works.

And the one guy we see behind getting outfitted with what we presume is ultra super tech gear is...the Shocker?

Actually, I think it makes more cosmic sense that even in this world, Herman is a loveable loser.
