Where is Bendis getting this bizarre Plastic Man detective personality from? He mentioned Elongated Man elsewhere, so I know he doesn't have them confused...
Part of Plas' shtick is that he's been able to use his experience and connections as a former criminal as a detective. He was even part of the FBI for a while pre-Crisis.
I don't hate this. It's probably too early in the event for Jason Todd to be anything more than a pawn, but I've always thought that he makes more sense and is more compelling as a character when he's actually in conflict with Batman and other superheroes. Jason being Batman's pet murderer is always a weird look, but if he's not an extremist he ceases to be interesting, so at some point something's gotta give.
Leviathan doesn't sound or act at all like her, though. Motive doesn't make sense. She doesn't have the resources for it (nor does Jason, for that matter). And she wouldn't be dumb enough to use any of her own colors for something like this.
Really doubt DC would approve of turning their most prominent lesbian superhero into a supervillain. ... well, I say "really doubt". "Fervently hope they wouldn't" might be more accurate.
(And they did do a "oooh, Batwoman might turn eeeevil" story in Detective Comics not but two years ago.)
Why are Jason and Bruce so civil with each other here? Last time they met, Bruce beat the everloving shit out of Jason, so much so that Roy had to take Jason away in his arms.

Actually, I think the last time they met was a fairly civil talking to from Batman to inform Jason that (a)Dick's lost his memories, and (b)Roy Harper is dead.
But I've seen this "Introduce new big bad and establish EEEEEVIL credentials by having them effortlessly taking out competition with improbably ease" too often (The Hood's offscreen murder of the entire long established Zodiac Cartel, just to pull a random example from the ether) too many times.
And Jason someone I have a hard time seeing im being able to coordinate the take down of massive organisations like Argus, Spyral, Task Force X and the rest (has he ever worked with a team larger than two other people? And in anything like a covert capacity?) is just... "Why would anyone think that of him?"
Oh God, now you've done it. Bendis is going to turn Jason into the new Hood to spite us all, and every year he's going to get increasingly dumb pushes as the new big hot villain.
Jason needed to confirm which of Lois Lane's fathers Batman was talking about. He didn't notice half-a-dozen people crouching behind a ledge. He's not a mastermind.
The Jason assumption seems to be entirely on the basis of some Bat tech at the crime scene. Which.... for a start, that is a lot of people using that stuff at this point, and for second, Steve already mentioned ARGUS being very up to date with Batman's tech in the previous issue. So there's more people. And that's before even mentioning anyone that might have just picked something up when Bruce is lobbing it around everywhere.
Bat tech being around seems like way too obvious of a false lead for it being an actual Batfamily member. All of them are way too smart to just leave clear evidence like that, especially if they're supposed to be conducting such a sophisticated, pinpoint-accurate plan otherwise.
I know they really want to push the "Lois Lane is the most dangerous person in the world" thing on us but she is uniquely positioned to really fuck up the superhero community.
I mean, look at the damage Jean Loring did and she's unstable and sloppy. Lois regularly outwits criminal masterminds.
