The Spectre really doesn't work as part of the DCU, does it? It should just be off in its own continuity, ironically punishing bad people without worrying about all the superhero consequences.

Black Label Spectre should be where it's at.

It's interesting this series has come up, because I've been giving my old Grimjack collection a look and I loved Mandrake's style in it. There's just something about it that is so appropriate to noir/horror.
