I don't know about that. Plenty of people have caught rides on the hammer that way. Juggy isn't attempting to lift it, after all

No, he isn't lifting it. It is lifting him. If Thor dropped the recall command, then it would drop and Juggernaut would not be able to pick it up (maybe, unliftable-object/unstoppable-force error) because then he'd be trying to pick it up. Which all leads to the thought that Juggernaut can defeat Thor just by camping out on Mew-Mew and waiting for Thor to come and get it.
