This wasn't even the first time they reused the Dream Inducer in the DCAU tie-in comics. Though the first time around (Ty Templeton expanding on a plot from Paul Dini), they at least mentioned the Hatter was recycling the thing.
I suspect Peterson was on a deadline crunch for this issue, and just resorted to stapling "Perchance to Dream" and "Legends of the Dark Knight" together... the result is readable, even charming in places, but doesn't really say anything about Bruce the DCAU hasn't established a dozen times already.
