This is good, though it reminds me of how under-utilized so many of Batman's great villains are.
It's a very cool and yet natural direction to the take the Scarecrow, and I'd love to see a longer take, or even just what Lees might do with some of the other villains.
There was a storyline in the comics, I forget which series, where Crane gets mocked for being dependent on his gas, and he breaks out of Arkham, then seeds a Campaign of Terror across Gotham with nothing but a few killings and leaving actual scarecrows all over the city.
I do like when Crane targets people other than Batman, especially with other tactics than the fear gas. That way rather than Batman A) synthesizing an antidote or B) Overcoming his fears because he's that awesome, we get "How can Batman make people less afraid?"
And that's an interesting challenge for someone who's crafted a persona to strike fear into the hearts of the superstitious and cowardly. Of course, your mileage may vary if your Batman is the type to go to bat for the GCPD in a double header baseball game against the fire department.

I'm not entirely sure how sub-Ragdoll contortionist skillz and a psychology background let you ninja under random children's beds without alerting their parents, but Crazy Is A Superpower in Gotham, so we'll let it pass.
