There *is* an easier way for a depowered mutant to get repowered. They can just ask Wanda. She learned how to reverse it a while ago. That's how Rictor got his powers back.

It's probably Krakoa. In Benjamin Percy's version of the island, Krakoa just sort of constantly spawns weird and often dangerous creatures. In books other than X-Force and Wolverine, that's not the case.
