I THINK that it's Tony Stark in the Iron Man suit, since we do get a face shot earlier in the issue.

Reed done got himself trapped as a prisoner in his own flesh after using his mental connection to Galactus to act as a bridge for Franklin to MIND CRUSH the Devourer.
