Baroness Zemo is actually Heinrich Zemo reborn in to a female body. She claims that this was all part of a ruse, but I wouldn't put it past Helmut Zemo to marry his father in a female body.

It's been a while, and I think I might be getting this from, like, an audio adaptation, but didn't he tap Talia al Ghul to run it for him while he was president? And then it turned out that she'd stole everything out from under him?
