George Martin has really got "petty vicious sadist" all worked out. Can't swing a dead cat in Westeros without hitting a Viserys or Joffrey or Ramsey.
Feels like superhero comics don't really do this character, despite all their murderous villains. Just too unpleasant to read? Supervillains have to be enjoyable too? I guess Carnage fits the bill, and I admit I've never understood his popularity.
I'm guessing it has something to do with the longtime restrictions of the Code. Also a lot of Martin villains are intentionally charmless paper tigers who benefit heavily from being on top of the feudal hierarchy.
I would argue early Magneto was an example. After that, I would say maybe the Hellfire Club, and later especially the Upstarts (Fabian Cortez, Graydon Creed, Trevor Fitzroy).
I think they also turned Doctor Light into one, which in some ways, showed why it's not done very often.
