#2'd seen him going to Latveria, on the trail of smugglers.
He'd met Wade Wilson (no relation) going after the same smugglers for a bounty there - and they'd both met Doctor Doom, who'd taken the two trespassing in his country into custody.
The ruler of Latveria questioned Captain America and Deadpool on their motives.

Sam exited.

He headed back to the United States, with knowledge gleaned from Deadpool - the smugglers they'd both been after were also trafficking vibranium.
His next stop was Sing Sing, to talk with someone who greeted him with " Hey, Sam. "
" Cam. "

Sam's hunch paid out.

(That's the same movement Sam observed with Misty Knight in issue #1.)

The Falcon, Joaquin Torres, was pursuing another end of the case in Nogales - his cousin, whom he and Sam'd found on the attacked freight train in issue #1, had told him where exactly she and the others with her'd been abducted from.
Sam continued on the conversational route - he made a call to the Wakandan government, opening with the attack on that smuggling operation.
" We believe the attackers thought there was vibranium on that train. "

" We cannot allow this mission. " said Shuri, princess of Wakanda.

Shuri answered Sam.

(The man with the reflective glasses is the senator Sam's been working with in this run - the fellow mentioned in issue #1 who'd stored those found on the attacked train at his facility, the facility that Joaquin'd taken his cousin away from when it'd come under attack.
" Wakanda's experiment with democracy " refers to their recently established parliamentary government.)
Sam engaged in subterfuge.

That's the White Wolf, the villain of this story.
The issue ends on Joaquin's pursuit in Nogales bringing him to the " abducting people to take them to a lab " facet of the Wolf's plans - and into the clutches of the Wolf's men.
