Symbol of Truth #13's conflict is between two on the protagonist side - Steve Rogers and Sam Wilson, previously caught in an explosion in Dimension Z.
The smoke of the blast'd cleared - Sharon Carter and Misty Knight were down, and Steve was pushing on, his Sentinel of Liberty #12 mindset even more so.
Sam tried to get him to " take cover and regroup " - and got a blow he had to raise his shield against.
' I've never seen Steve like this. '

(They're surrounded by the explosion's aftermath.)

Steve and Sam fought.
" You, of all people, should know, Sam -
" - that I will never abandon my family. "

Steve's last blow sent Sam flying.
" Ian's my family. " Steve finished as Sam landed.
He turned away towards his adopted son, set out in the direction of Ian and Bucky the betrayer and the White Wolf.
" I'm sorry, Sam. "

" - family! "

" Mom was shot by bullets this shield coulda blocked. "
(The deaths of Sam's parents were established in the backup of Captain America #277 in 1972 - the " pool of his own blood " line is a reworking of narration from that.)

Sam hefted Steve up.

" I'm done getting burned. " said Sam, landing a blow that aided gravity in bringing Steve back down to the ground.
(It seems a bit much, but Steve did survive a big fall in issue #6.)
" I'm sorry, Steve. " Sam said in the aftermath, winging his way back to Misty and Sharon.

Misty and Sharon learned the outcome of the fight - the outcome that Ian'd seen with Bucky and the White Wolf.

Symbol of Truth #13 ended on the Wolf's hounds materializing around Sam and Sharon and Misty.
Sentinel of Liberty #13 opened on the Wolf rhapsodizing to Bucky.

" Steve Rogers is a mission.. " Bucky continued to the provoked Wolf.
" And the mission never ends. "
Bucky's words complemented Steve getting back on his feet.

Steve ran, an avalanche behind him - both heading for Sam and Sharon and Misty and the White Wolf's Phrox.
" And if his family is in danger..
" Steve Rogers will never stop. "
Sharon and Misty found cover, and Sam pulled Steve up into the sky. The avalanche continued down onto the Phrox.
Afterwards, the four were together again.
" I'm sorry. " Steve said to Sam.

(The fading pinkish pooling in Steve's eyes is blood.)

The narrative cut away from the resolution of Sam and Steve's conflict and their progression towards Bucky and the White Wolf to the conflicts within the other side.
There was Bucky and the Wolf, their partnership cracking up - and their hostility only guardedly verbal, for now.
There was also Peggy Carter and the Black Widow - the Starpoint of the Century Game and the spy whom Bucky'd invited into the Game after she'd broken in.
(There's also Bucky and the rest of the Century Game's Outer Circle - which isn't internal, since the latter's a third, peripheral side in this story.)

Peggy lunged at the Widow.

(The " roulette wheel " bit's an exaggeration of Sentinel of Liberty #3.
Peggy learned all this in November 2022's Captain America and the Winter Soldier Special #1 - this anger didn't entirely develop off-page.)

" And you can't even see the battlefield. "
As Steve and Sam and Sharon and Misty progressed towards Bucky and the White Wolf's stronghold, the Wolf made a move for himself.

(The Wolf is turning wolf because he drank some of Arnim Zola's work to take the throne of Dimension Z, which is also Zola's work.
The two adoringly rapt Phrox are definitely the best panel of this issue.)
