Yeah, this is one thing I didn't like about the mini.

First, it keeps punting Miquel from one crazy situation to the next. No real time to absorb what's happening, to do anything other than reaction.

Second, did all his other villains have to be so lame? At least mix a hard ass or two in, ya know?

You think it’s easy creating an entire rogues gallery as part of a C-list hero’s backstory? We’re lucky these guys didn’t suck more.
It’s a shame they never got used again, AFAIK. They’re kinda fun for goobers.

One or two wouldn't hurt. Or draft an existing villain and say that they had beef. Just sayin'.

Yeah, it would have been way more interesting if the villains had gone "What? No, we're not going to try and kill you, kid."

Yeah, I was sort of hoping they'd be like Flash's rogues. Guess not.

This is the kind of story that really would be better served by DC figuring out how to run a regular anthology with rotating stories or regularly sell trades at digest size (like Compact Comics, but not just for things everyone already likes) or something.
