I like the idea behind teams like the Power Elite for a rookie hero (A VERY rookie hero in this case).

Each one has ONE of the powers that Starman does combined, just manifesting in slightly different ways: Strength, shapeshifting, energy blasts, gravity manipulation. It makes them taking him down the first time plausible, and them failing a second time when he realises what his powers can do when combined tactically, also plausible.
