My beef with Peter taking the "just wait" approach in conversations like this is that it makes him look like he doesn't give a rat's ass who gets hurt before Osborn loses it, or who gets hurt in the inevitable meltdown. It's not true, because we've seen him trying to affect on the ground, but it still sounds no less callous.

Yeah it's not quite true, but I think here it's at least Pete maybe trying to justify it aloud, even if it's partly just to make himself feel less bad about it. As he's probably a bit frustrated that he hasn't found a way to topple Osborne from his perch.

And like a lot of his quips, it makes him sound a lot less caring than he really is. It's probably more bravado than anything else..
