So show her taking down a villain by her own smarts and earn their respect that way, that'll do nicely. Dick is being cumulatively shown to be sort of ineffectual as Batman.. AGAIN.

In what way is Dick having to deal with Roulette and her agents antagonistic?

He's not antagonistic as in trying to provoke her, but I think he's the bigger antagonist character in the series. He isn't supportive of Steph's being Batgirl. Now he's in trouble and she'll save her. The series is He's standing in the way of her goal here more than the criminals are. It started with Steph wanting to be in on the job and having to watch Dick take over and ground her.
