I want Andy Clarke back. He could have sold it much better. For that matter, he would have at least made her breasts more plausible. I will say that's not a bad job on the hips though. I struggle with that structure myself and rarely get it right.
This is probably just a pet peeve of mine as I draw women in adult comics, and try to work very hard(and, I think, only succeeding 5% of the time) to make sure my glamorization is plausible. Because otherwise it loses sexiness and becomes grotesque. And one of those peeves is when artists think breasts are globes, and completely forget (a)there's not a round hemisphere on top unless pushing up is involved(or implants) and (b)they're soft things with weight and they lay across the top of the chest. The bigger, the more they do.
And if you get that RIGHT, they achieve a look of making you want to touch them, and it's much hotter than if you just decide they're balloons. In other words, you get the effect you're actually going for. And Starfire is a chance for an artist to have fun with that.
BUT. No. These are balloons she's got there and thus it looks grotesque and not sexy, just kind of bland and unengaging.

Thing about that is, though, what does "empowerment" mean when a character can vaporize people by pointing at them, and is royalty? Seems to me she can act how she likes. A case could be made for her as post-feminist as well. Just because she's guy-crazy means squat, unless you also soon after see her cooking and cleaning for them too and letting them yell at her and smack her around. And besides: she's someone who's been enslaved, for real. Seems to me her idea of what is degrading and submissive would be on a whole other level than clothes and attitude. And it would be hard to describe Starfire as lacking in confidence, and she also comes from a world which is clothing-optional(a consequence, at least in her case, of drawing energy from light; she COULDN'T practically cover herself up).
Just some points I think could just as easily be argued. I'm not sure that the model of feminism you're describing here(by implication) is that relevant to her. And your point would hold up better were she typical of DC's women.
I worry for Alana and Adam Strange. They are one of the strongest, most loving MARRIED couples in comics. Sooner or later DC's going to remember that and one of them will be killed. I kid - but only a little.
I actually like Captain Comet. Kory could do much worse.

Everyone's sunglasses (and all glasses) were ridiculous in the 80s. But it was how we won the Cold War: larger spectacles. The once-mighty USSR was overcome by the overwhelming American largeness.

It's really hard to like Kory when she introduces herself by attacking people with their backs turned for no reason. I am not happy she's sticking around.
