Well, A: the earlier Bat-Movies are a tad more casual about that sort of thing than the comics are, as a general rule, and B: there's always the possibility that he was simply trying to distract and/or paralyze Harvey with indecision - the idea being that if he tried for all of the coins and missed them, he'd be too distracted to fight.
Oh, I know about the casual killing, which is the single biggest problem I have with the Burton Batman films. But even in BATMAN FOREVER, I thought they made it a point that Bruce was trying to help Harvey get better.
Well, there is that one line ("You need help, Harvey - give it up"), but otherwise, there's little or no indication that Bruce ever knew Two-Face before he was Two-Face. I generally just go 'oh, well, it's the movies, not the comics', and don't worry about it too much.
