Not really, boith are riffs on the concept of secret societies, but while the Black Glove is more of the "corrupt rich folk" type, like Eyes Wide Shut, the Court of Owls is more of the "ancient secret society pulling strings behind the scenes" sort, like in the Assassin's Creed franchise.
It'd be like saying that V for Vendetta is a rip-off of 1984. They have similar themes, they're in the same genre, but saying that one is a thinly disguised remake is a bit pedantic.
Black Hand was more rich people hanging out and act out how they think supervillains should act, CoO was more privileged white people enforcing their view on the world because they feel entitled to do so.
Though that could just be me splitting hairs. They're both groups of horrible people, but the former are a bunch of posers while the latter are a collection of more overtly evil Mr Burnses.
Both also work as twisted reflections of Bruce. The Black Hand thought Bruce was just a costumed poser like them and lost because of that. The Court started to see Bruce as a threat because he was a privileged white person who wanted to actually help Gotham become a better place instead of keeping it a wretched hive of scum and villainy.
The difference is that the Black Hand was very much a world-wide organization, with it's members including world leaders. Also, while the members individually ran massive parts of society, they met to literally gamble on human lives.
Comparing the two is sort of like comparing a mafia family that has power over a city but has ties all over the country (as established in Talon) to the Illuminati.
I have to say the first time I read that page my stomach was literally in knots and I never felt so uncomfortable about a comic before. I sighed a huge relief when Snyder had the Joker reveal the joke and they were all still normal.
The problem being that the threat to them all was just... TOO large, it HAD to be a cop out. If he'd presented them all like that, but said that he'd only cut the face of one of them, the one he knew meant the most to him (The first one, the one who died, the one who brought him back from the brink, the youngest or the one who was most inspired by him), then that might have added a dimension of anticipation, but since it plainly couldn't be all of them, it HAD to be none of them.
Honestly I'm a bit underwhelmed that nothing really happened. When all said is done the only thing that makes this Joker storyline standout is the fact that he's wearing his own severed face.
So it was called Death in the Family, and the major teaser so far had been these platters.... and then no-one died and nothing was in the platters. So... nothing happened. Is that the joke? Are we in meta-joke territory? Meta-meta? Or was this all just a ridiculously huge waste of time?
The point of Death of The Family was the death o the bat family connection. They don't trust Bruce anymore and that shakes the relationships between themselves. Depending on how other writers exploit this, it could have some very long term ramifications.
