Harley is free of the Suicide Squad and she's having fun in Gotham, but first she has to give out free video game systems to all the boys and girls! Then she dresses up like a cop and visits a police station with quite a bit of dynamite in her car.

Have to admit, I don't read any of the Bat titles that aren't Nightwing.

Was this before or after the reboot?

Before. Colin was the closest thing Damian had to a friend his own age, they met after Colin had been used as a test subject by the Scarecrow (He had a few phobias which Scarecrow was experimenting on), and was an orphan too.

Scarecrow was using kids loaded up with a variant of Bane's drug "Venom" because he knew Batman wouldn't fight children. It didn't end well for Scarecrow, but Colin (after treatment and being moved to a better orphanage) discovered that the drug had had a long term residual effect and he could trigger a transformation into a fully grown, superstrong sort of human looking creature (and reverse back to normal). He took the name "Abuse" (and used knuckledusters with it printed on them, so when he punched someone who'd been hurting kids, there would be no question as to who had done it, or why)

He and Damian met and became friends (In a Damian sort of a way) in the course of a few cases. There's a lot of Damian/Colin fans out there, and in Lil Gotham, if you see a redheaded boy next to Damian, it's meant to be Colin.
