That's actually a pretty good rule of thumb. Was it just a guideline for creators or was it actually explained this way in the text? Because I can certainly see problems with the latter.
I mean, it makes a good deal of sense not to use Death of the Endless in every instance. Firstly because over exposure could seriously dilute the character, and also because she really doesn't fit with every type of story. Death of the Endless is great for something a little more thoughtful, not to mention goth, but she hardly makes sense as a cackling cosmic schemer or a foe who's going to get socked in the jaw by Superman.
