No, it was just another supervillain prison, apparently located in the Sonora Desert and rarely seen.

The Gambit wannabe was part of the Royal Flush Gang, but barely a blip on the radar.

It says a lot that the 'Dr. Rapist' thing for Light is probably characterisation that Simone would only be too happy to complain about with other writers and yet it's going full-swing here. It's actually really uncomfortable to see a writer like her with her background perpetuate Meltzer's trash.

Nah, Simone is big on that stuff. As an example, I checked out the Death of Oracle trade, and it felt like every other issue someone was being a creepy rapist. There was a bit where a villain was interviewing two women, and he told them to take their tops off and their bodies were covered with scars, and he got really pleased. And that didn't even go anywhere, they were just hired as henchwomen.

It wouldn't really have made sense to ditch it, in this context either. Since mindwiping Doctor Light , because of what he did, was a key part of Identity Crisis which lead into Infinite Crisis. it's the reason the Society views him as a symbol. When Doctor Light is only present because of him being a rapist it doesn't make much narrative sense to drop or downplay that aspect.

It should be noted, that he's not exactly getting to do that or get away with it either, Tahlia humiliates him there.

Regretably, Light's history as a rapist was too central to the DCU post Identity Crisis (and every single subsequent apperance he ever made) for it to be ignored, especially in a book about the villains.
